CYLA Submits Recommendations to Parliament on Constitution of Zambia (Amendment) Bill, 2019
On 6 September 2019, CYLA met with the Parliamentary Select Committee to discuss CYLA’s submissions on the Constitution of Zambia (Amendment) Bill, 2019. Among others, CYLA made a recommendation on Section 9 Article 47 of the Constitution related to a mixed member electoral system. Under CYLA’s proposed system, a total of 30 percent (30%) of seats in parliament be reserved for representation of marginalized groups (women, youths and Persons with Disabilities) in line with SADC and AU protocols. A 20 percent (20%) quota for women and youth at the local government level was also proposed.
CYLA YOUTH DEBATE: How Can We Increase Youth Voter Turnout?
The Center for Young Leaders in Africa (CYLA) will hold a youth debate with forty (40) youth participants from various political parties, institutions of higher learning, youth-led and community-based organizations and youth activists on 27thSeptember 2019, in Lusaka. The participants will propose and debate various solutions to the debate question, “How can we increase voter turnout?” The primary focus of the youth debate is to provide a platform for youth to have meaningful engagements in civic matters and debate on various solutions from a youth perspective on how to ultimately increase voter turnout. The youth debate will also include training sessions to build the skills of youth in researching and developing policies, public speaking and debate. Engaging youth in politics and electoral processes is critical to the safeguarding and strengthening of democracy worldwide and increasing transparency and accountability in our government and leaders.
